Restructuring Stressed MSME Loans: RBI Frameworks and Borrower Options
The options for MSMEs whose loans are under stress — RBI restructuring frameworks, early warning classification, the MSME revival framework, and how to present a viable plan to lenders.
MSMEs often face temporary cash stress from delayed customer payments, lost orders or input cost spikes. Restructuring can give time to recover without losing the business. This guide explains the options.
Early Warning: SMA Classification
Lenders classify accounts as special mention accounts when payments are overdue: SMA-0 (up to 30 days), SMA-1 (31–60 days) and SMA-2 (61–90 days). After 90 days, the account becomes an NPA. The earlier a borrower engages, the more options there are.
RBI Frameworks
- The Prudential Framework for Resolution of Stressed Assets sets how lenders review and resolve stressed accounts, including restructuring.
- RBI's framework for revival and rehabilitation of MSMEs requires lenders to identify stress early and consider corrective action plans — rectification, restructuring or recovery — through committees.
- Special MSME restructuring windows have been offered at times; check current availability.
What Restructuring Can Include
- Extending the repayment period.
- A moratorium on principal or interest.
- Converting overdue interest into a funded interest term loan.
- Adjusting working capital limits.
- Promoter contributions or asset sales.
Presenting a Viable Plan
- Explain the cause of stress and why it's temporary.
- Provide realistic projections showing ability to repay on revised terms.
- Show the promoter's commitment, such as additional equity.
- Address concerns about security and governance.
