GST Registration for Multi-state Businesses: Branches, Godowns and Additional Places

How GST registration works when a business operates from several locations — within one state and across states — and the consequences for internal supplies.

As businesses grow, they add warehouses, branches, and offices — sometimes in the same state, sometimes in others. GST registration follows specific rules for each case, and getting it wrong creates both registration and tax problems. This guide explains them.

Within the Same State: Additional Places of Business

A new godown, branch, or office in the same state is added to your existing registration as an additional place of business, through an amendment. You don't need a separate GSTIN. Stock at unregistered locations can create problems during inspections.

Optional Separate Registrations

A business can choose to take separate registrations for different places of business within the same state, subject to the rules. Each is then treated as a distinct person.

In Another State: A Separate Registration

GST registration is state-wise. If you have a place of business in another state — an office, branch, or warehouse — you need a separate registration there, under the same PAN. Each state registration has its own GSTIN, files its own returns, and holds its own credit.

Distinct Persons

Registrations of the same business in different states are treated as distinct persons under GST. That has important consequences:

  • Goods sent from one state registration to another are taxable supplies, even though it's the same company.
  • Services provided by head office to branches in other states are also taxable, and need to be valued.
  • Credit on common services has to be distributed across registrations, through an Input Service Distributor where applicable.

Selling Into Another State Without a Place There

Making inter-state sales from your own state doesn't need a registration in the customer's state. You charge IGST from your own registration.

Common Mistakes

  • Operating a warehouse in another state without registering there.
  • Not charging GST on stock transfers between states.
  • Leaving credit stranded at head office.
  • Unregistered godowns within the state.
