GST Audits and Reconciliation in Telangana: State and Central Jurisdiction Explained

Who audits a Telangana business for GST — the state Commercial Taxes Department or central GST — and what that means for audits, notices and appeals.

Every GST-registered business in Telangana is administered by either the state's Commercial Taxes Department or the central GST authorities, even though both taxes are paid together. Which one administers you affects who audits you and who sends you notices. This guide explains.

State or Central Administration

Under the GST system, registered taxpayers are divided between the state and central tax administrations for administrative purposes. A Telangana business may therefore be administered either by the Telangana Commercial Taxes Department or by the central GST commissionerates in Hyderabad. Your registration certificate and the GST portal show which one.

What Stays the Same

  • You file the same returns — GSTR-1, GSTR-3B, GSTR-9 — on the common GST portal.
  • You pay Central, State and Integrated GST through the same process.
  • The law, including audit under Section 65, is the same.

What Depends on Your Administration

  • Which officers conduct a departmental audit of your business.
  • Who issues scrutiny notices, show-cause notices and demands.
  • Where you deal with registration amendments and refunds that need officer action.

Audits in Practice

A departmental audit by either administration follows the same steps: notice in ADT-01, audit of records, findings in ADT-02. Officers use third-party data — suppliers' filings, e-way bills and e-invoices — extensively, so a reconciled file is the best preparation.

Appeals

If an audit leads to a demand you disagree with, the first appeal goes to the Appellate Authority under the relevant administration, and a further appeal to the GST Appellate Tribunal. Deadlines for appeals are strict, so act promptly on any order.

Telangana-specific Reconciliation Points

  • Intra-state vs. inter-state: sales within Telangana attract CGST and SGST; sales outside it, IGST. Getting this wrong means tax paid under the wrong head, which has to be corrected rather than simply adjusted.
  • Multiple GSTINs: businesses with premises in Telangana and other states need each GSTIN reconciled separately, including supplies between their own branches.
  • E-way bills: goods moving within Telangana and across its borders need e-way bills consistent with invoices.

A Checklist for Telangana Businesses

  1. Check whether you're administered by the state or central authorities.
  2. Reconcile each GSTIN monthly.
  3. Check CGST, SGST and IGST are charged under the right heads.
  4. Keep a reconciliation file ready for any audit.
  5. Diary appeal deadlines immediately on receiving any order.
