An e-way bill is an electronic document generated before moving goods above a certain value. It's checked on the road, and goods moving without a valid one can be detained. This guide explains when it's needed and how it works.

When It's Needed

An e-way bill is generally required for moving goods worth more than ₹50,000 in a consignment, whether:

  • For a sale or supply.
  • For a transfer between your own branches or warehouses.
  • For job work, returns, or other reasons.

States can set their own limits for movement within the state, and certain goods are exempt.

Who Generates It

Generally the supplier, the recipient, or the transporter, depending on who arranges the movement. It's generated on the e-way bill portal, or from e-invoice data for businesses under e-invoicing.

What It Contains

  • Part A: invoice details, GSTINs of supplier and recipient, place of delivery, value, HSN code, and reason for transport.
  • Part B: vehicle number or transport document details.

Validity

Validity depends on distance — generally one day for every 200 km for regular cargo, with different limits for over-dimensional cargo. It can be extended before or shortly after it expires if goods are delayed.

Changing Vehicles

If goods move to another vehicle during transit, Part B must be updated with the new vehicle details.

Cancellation

An e-way bill can be cancelled within 24 hours of generation if goods aren't moved, provided it hasn't been verified in transit.

Penalties

If goods are moved without a valid e-way bill, officers can detain the goods and the vehicle. Release requires payment of tax and penalty, or security, under the detention provisions.

Blocking

Businesses that fail to file returns for a specified period can be blocked from generating e-way bills, which effectively stops them moving goods.
