Clearing an Accounting Backlog for a Telangana Business: GST, PT and ROC Hyderabad
What a Telangana business behind on its books should also check: state GST, Professional Tax, and pending filings with ROC Hyderabad.
When a business's books fall behind, the problem rarely stops at the accounts. For a Telangana business, a backlog usually means state tax filings and ROC filings are behind too. This guide covers what to check, and in what order, alongside the accounting clean-up.
Pull the Records From Each Portal
Before rebuilding the books, gather what the authorities already have on record:
- The GST portal: returns filed, tax paid, and GSTR-2B data on purchases, for each GSTIN.
- The Professional Tax records with the Telangana Commercial Taxes Department: enrolment, registration, and returns filed.
- The income-tax portal: Form 26AS and the Annual Information Statement.
- The MCA portal, for a company: which AOC-4 and MGT-7 filings are pending with ROC Hyderabad.
These records often reconstruct a large part of the missing books.
GST in Telangana
GST returns may have been filed even when the books weren't kept, often straight from invoices. The clean-up should reconcile the books with what was filed. Where differences remain and returns can no longer be amended, they're addressed in the annual return where still possible, or through payment with interest. Unclaimed input tax credit that's past the time limit can't be recovered, which is why acting quickly matters.
Professional Tax
Businesses with employees often find Professional Tax wasn't deducted or paid consistently during a backlog. The clean-up should establish what was due for each employee and period, what was paid, and what's outstanding, so arrears can be settled with the Telangana Commercial Taxes Department along with any interest or penalty.
ROC Hyderabad
A company that hasn't prepared its accounts usually hasn't filed AOC-4 and MGT-7 either. Additional fees of ₹100 per day, per form, accrue until they're filed. ROC Hyderabad may also have issued notices, and after three years of non-filing, directors are disqualified. Once the accounts are rebuilt and audited, the ROC filings should be made in order, oldest first.
Shops and Establishments and Labour Records
If payroll records have lapsed, Shops and Establishments registers and PF and ESI filings may be incomplete too. These should be brought in line with the payroll entries in the rebuilt books.
The Right Order
- Start recording the current period properly.
- Pull records from the GST, income-tax, PT and MCA portals.
- Rebuild the books, oldest year first.
- Reconcile with GST, PT and TDS records.
- Audit and file with ROC Hyderabad, oldest year first.
- Settle any arrears and move to monthly bookkeeping.
